The Federal State Budgetary Institution "North-Western district scientific and clinical center named after L. G. Sokolov Federal Medical and Biological Agency" was founded in 1973 by the Federal Medico-Biologic Agency at the Ministry of Health and Social Development, by Order 01.10.73 No. 8 of the USSR Ministry of Health. It operates under the aegis of the Federal State Institution of Healthcare. Its current license No. FS-78-01-003162 is valid from 31.08.2020 through unlimited.

Federal State Budgetary Institution "North-Western district scientific and clinical center named after L. G. Sokolov Federal Medical and Biological Agency" offers a wide variety of specialty areas devoted to outpatient care. These include the following: dermatology, internal medicine (which includes nephrology, pulmonology, gastroenterology, and endocrinology), cardiology, cardiac ICU, and two different surgical units. Federal State Budgetary Institution "North-Western district scientific and clinical center named after L. G. Sokolov Federal Medical and Biological Agency" also has several surgical subspecialty units, which include micro-hospital, urology with lithotripsy, gynecology, ophthalmology, otorhinolaryingology, anaesthesiology and resuscitation unit, and central operating rooms.
Among other surgical divisions, there are those of trauma and orthopaedics, neurosurgery, facial-maxillary surgery, vascular surgery, endocrine surgery, surgery of the liver and biliary systems, and proctology.
